Many of BDCC’s services are delivered by connecting employers, communities, and entrepreneurs with regional, state, and federal programs—including direct support for initiatives such as the Vermont Training Program (VTP), Vermont Employment Growth Incentive (VEGI), and other economic development tools. These services are often provided at no cost as part of our mission-driven efforts to expand access to public resources. However, more complex or customized project development services—such as strategic planning, site control, permitting support, or multi-party project coordination—may fall under a pay-to-play model. These services increase local capacity and engagement, allowing projects to move forward more efficiently and with greater impact.

Long Falls Paperboard Acquisition Project Summary
Preserving Industrial Capacity and Regional Employment through Strategic Real Estate and Financial Engineering.  In the final quarter of 2018, Neenah Paper announced it would shut down its Brattleboro facility, terminating 100 jobs and liquidating a fully equipped 219,000 sq. ft. paperboard plant. As the region’s designated RDC (Regional Development Corporation), Brattleboro Development Credit Corporation (BDCC) swiftly intervened. The LFP deal required a novel structure to separate real estate ownership from operational assets. BDCC acquired the land and buildings for $1 million while LFP purchased all equipment and inventory separately. This structure preserved the operating business, avoided a fire-sale liquidation, and maintained the integrity of a 100-job manufacturing operation.

EXAMPLE PROJECTS

Town of Whitingham – Wastewater Treatment Facility Upgrades. The Town of Whitingham undertook critical upgrades to its two wastewater treatment systems serving the villages of Whitingham and Jacksonville. With funding from the Clean Water State Revolving Fund (CWSRF) and federal CDS support, the project included energy efficiency upgrades, safety enhancements, collection system repairs, building improvements, and compliance-driven equipment replacements—including backup generators now required by the State of Vermont and influent metering infrastructure to meet NPDES permit obligations. Brattleboro Development Credit Corporation (BDCC) provided comprehensive grant administration and management services for the Town, ensuring compliance with complex federal, state, and regional funding requirements. BDCC worked closely with Town Administrator Gig Zboray throughout the process to coordinate reporting, documentation, and tracking of eligible expenditures.

The Brattleboro Development Credit Corporation (BDCC) has emerged as a trusted and capable steward of New Markets Tax Credit (NMTC) financing in rural Southeastern Vermont. BDCC obtained federally certified Community Development Entity (CDE) designation in 2017, repeatedly demonstrating the ability to structure, secure, and implement NMTC deals that catalyze transformative investments in low-income communities across the region.

EXAMPLE PROJECTS

GS Precision
Facing the potential loss of over 300 high-wage precision manufacturing jobs, BDCC coordinated a $17 million expansion to retain and grow GSP’s operations in Vermont. BDCC brought together Vermont Rural Ventures, MHIC, and TD Bank to secure $5.3 million in NMTC investment—providing the pivotal capital necessary to proceed. The result: retention of 300 jobs, the addition of 100 new positions, and preservation of the company’s headquarters in the Exit One Industrial Park.

Community infrastructure—particularly water, wastewater, and public facilities—is the foundation of economic and community development. In Windham County, many towns and villages face significant barriers to maintaining or upgrading critical infrastructure due to aging systems, small tax bases, limited staff capacity, and complex regulatory or funding environments. As Vermont’s designated Regional Development Corporation (RDC) for the region, the BDCC plays a vital role in bridging these gaps.

BDCC works with public and private partners to unlock funding, navigate environmental challenges, and turn these liabilities into productive community assets. Long Falls Paperboard EPA
Governor Phil Scott held his weekly press conference yesterday at the Long Falls Paperboard (LFP) plant in Brattleboro, to celebrate the company’s recent purchase of the business formerly owned and operated by Neenah Paper, Inc. On December 31, 2018 LFP acquired Neenah Paper through a collaboration led by BDCC to avert the loss of 100 jobs. As part of the transaction, BDCC acquired the building and lands to facilitate a Brownfields assessment, cleanup and monitoring.
