BDCC is pleased to be partnering with the Town of Brattleboro on this effort and will provide the Town with a $50,000 subgrant to support its portion of project implementation. The Town of Brattleboro will focus on residential engagement, outreach, and education, particularly with low-income households, while BDCC concentrates on the financing and market-development components of the work.
BDCC ICLEI Project Summary
BDCC will lead a market-building initiative that prepares the Brattleboro region to attract and deploy capital for energy efficiency and clean energy improvements consistent with NCIF priorities. This work focuses on strengthening the local ecosystem needed for scalable investment in Qualified Projects, including distributed energy generation and storage, zero-emissions transportation, and net-zero building upgrades.
BDCC will convene regional lenders, developers, utilities, and municipal partners to map financing pathways, identify barriers to project deployment, and define opportunities for new or adapted lending products. This includes working directly with local and regional financial institutions to increase fluency in energy efficiency and clean energy business models and to develop standardized approaches for project evaluation. BDCC will also coordinate with developers to understand technical and financial constraints that limit project readiness and translate those findings into practical tools or process improvements that reduce transaction costs.
Through this partnership network, BDCC will help produce a public-private partnership plan that uses a whole-community approach to build a pipeline of investable projects across residential and commercial sectors. The plan will document best practices, outline market-readiness strategies, and create a roadmap for mobilizing private capital into NCIF-qualified activities. Progress will be reflected in increased lender engagement, improved project evaluation frameworks, and greater investment flowing toward building upgrades and other qualifying projects in the region.
This activity supports NCIF market-building objectives by strengthening relationships, systems, and market confidence needed to accelerate project implementation and expand access to greenhouse-gas-reducing investments, particularly in low-income and disadvantaged communities.
