Regional Development Corps Launch Business Recovery Program
Community Navigator Pilot Program (CNPP) Funded through SBA and CDBG-CV
The Regional Development Corporations of Vermont are part of a new Community Navigator Pilot Program (CNPP) that will deliver technical assistance service contracts to aid Vermont business recovery.

This program is part of a national initiative through the Vermont Small Business Development Center (VtSBDC) as part of the Small Business Administration’s CNPP. Funding for the program is coming through the Small Business Administration and Vermont’s COVID community development block grant program (CDBG-CV). U.S. Housing and Urban Development’s CDBG program provides federal funds, passed through the Vermont Agency of Commerce and Community Development (ACCD).
The CNPP will use a “hub and spoke” model, with VtSBDC as the central hub, and nine Vermont spoke organizations creating impact on the ground. Central Vermont Economic Development Corporation (CVEDC) and Brattleboro Development Credit Corporation (BDCC) as two Vermont “spokes” will administer the CNPP program on behalf of the twelve Regional Development Corporations of Vermont. The Regional Development Corporations are using this opportunity to relaunch the highly effective ReVTA pandemic relief program to provide technical assistance service contracts for business recovery. CNPP is designed to reduce barriers that all small businesses—including those owned by disadvantaged groups such as veterans, women, BIPOC business owners and those from rural communities —often face in accessing critical support.
This work is supported with funding in part through a grant with the U.S. Small Business Administration. Additional support is made possible in part by a grant from the State of Vermont, Vermont Community Development Block Grant (CDBG) CARES Act (CV).
