Advising employers in the midst of a pandemic
BDCC hosted a webinar featuring personnel, human resources, and employment law expertise from a panel with members from Hickok Boardman and Downs, Rachlin, Martin. The webinar was a culmination of the Restart Vermont Technical Assistance Program (ReVTA)–an initiative which deployed over $1.5 Million in technical assistance to Vermont businesses in need.
The panel included Maribeth Spellman, J.D., LL.M and Karen Tierney, PHR, Director of Strategic HR Services from Hickok Boardman, along with Attorney Timothy E. Copeland Jr., Director, and Attorney F. David Harlow, Director, both from DRM.
The webinar focused on an overview of the employment laws and regulations related to COVID-19 relevant to Vermont employers, including information on the Families First Coronavirus Response Act, employee travel, disability-related issues, and vaccinations.

This webinar wraps up the ReVTA relief program administered by the Regional Development Corporations of Vermont (RDCs of VT) who were among five organizations selected to implement Vermont’s Restart programming. The RDC program, Restart Vermont Technical Assistance (ReVTA), leveraged a regional and statewide network of technical assistance providers to help small businesses and non-profits. BDCC administered the program on behalf of the RDCs of Vermont. Over 400 unique clients across the state were helped by 230 vendors, nearly all based in Vermont as well. Program funding was allocated by the Vermont General Assembly in Act 137 and had to be spent by December 31, 2020.
